God wants to answer our prayers, but there are several reasons why we do not hear the voice of God:
1) Fear
God brought people to Mount Sinai to dialog with the people, but fear (fire, smoke, etc) caused them to withdraw. So the people Moses to go and hear and speak for them - that was not God's desire.
Don't fear to approach God!
